Socio-economic Development through Local Self-Administration in the Districts of Battambang and Siem Reap
Cambodia is a poor country. 40 percent of the population must live by less than two dollar per day. Especially the population in the districts beyond Phnom Penh and in the rural regions is concerned.

The development of a local self administration which is oriented on the needs of the citizens is a condition for the development of the cities. An efficient democratic district administration creates an environment conducive to economic growth thus contributing to the regions prosperity. It facilitates citizens’ access to information and employment and helps people to identify with their local community, which is a decisive factor in the development process.

To promote the development of a local self-government, the European Commission supports the project Asia Urbs 1, "Provincial Towns in Cambodia". The objectives were the reform of the district administration in Battambang and Siem Reap and the transfer of competence from the national level to these both districts.

Duration of the project: January, 2002 to March, 2004

The following objectives were on the agenda:
  • Clear delineation of competences and functions
  • Development of transparent work flows and administrative procedures
  • Development and implementation of urban development plans, including mechanisms of citizens’ participation
  • Development and implementation of programs designed to integrate young people and socially disadvantaged sectors of society into the job market

The realization of theses aims was carried out in five different components:
  • Establishment of a One Window Service Office
  • Establishment of a Ombudsman
  • Initiation of a District Council
  • Establishment of a Job Placement Agency
  • Drafting of a master plan for urban development

The establishment of those institutions has led to the coming into being of a model of democratic local self-government in Cambodia.
