Transfer of competences to the district levelIn June, 2003 the Cambodian government dismissed the decision 47. This decision is the basis on which the model of a new district administration was implemented.
The district administration in Battambang and Siem Reap got a complete new structure. The first visible result is a reformed institutional set-up of the administration that allows a clear delineation of tasks and functions.
Beyond the mere restructuring of the administration new institutions constitutive to democratic governance have been established.
