Socio-economic Development through Provincial Self-government
Between January 2003 and March 2005 the project Asia Urbs 2, „Reform of Battambang Province Administration“ has kicked off and guided a process of administrative decentralization targeting the Cambodian province. The overall objective of the program was to create a transparent, efficient provincial administration ion order to change the mind-sets of actors according to good governance considerations, to create an environment conducive to economic transactions and to raise the quality of living of the local population, in a few plain words, to make socio-economic development occur.

To this end the following aims have been pursued:
  • Restructuring of the province administration with the aim of establishing a coherent, transparent institutional setting – namely integration of the line ministry departments and strengthening of the governor
  • Endowing the provincial administration with budget competences
  • Development and implementation of a system of local taxation
  • Capacity building targeting local civil servants
  • Development and implementation of a mechanism of citizens’ participation
