Excellencies, Ladies and Gentlemen

Again we want to keep you informed about the development of the Asia Urbs project. During the last weeks some European experts visited Cambodia. They offered workshops and trainings on budget planing, calculation of fees and the management of the administration. In our opinion these visits were very successful. But also the activities on local tourism and the development of the land use plan are making progress.

Road of Khmer TraditionLand Use Plan for Siem Reap approved
The Land Use Plan, developed by the District Administration of Siem Reap and supported by Asia Urbs and the Konrad-Adenauer-Foundation, has finally been approved by the District Council. Birgit Schindhelm, expert from the German Development Service (DED) had advised and assisted the District Master Plan Team for more than four years in the process of outlining the plan.




Workshop on Taxes and Fees
Officials from different Ministries and the District Administrations of Siem Reap and Battambang met for a workshop lead by expert on local taxes Ashok Sridharan from the Rhein-Sieg-Kreis, himself treasurer of the city of Königswinter (both in Germany). The main point of discussion was the importance of an independent income for the District Administrations in order to give them more autonomy and power of decision on the district level. In addition the Asia Urbs project organized a workshop on “Calculation of Administrative Fees”. With the support of Ashok Sridharan the chiefs of the OWSOs and the chiefs of Offices of Finance calculated the fees of the OWSO services. The draft of the new scale of fees will be finished in September and will be submitted to the Project Coordination Committee.
